Football is regulated by 17 laws or rules, which are used universally, even within the same allow certain modifications to facilitate the development of women's soccer, children and seniors. While the rules are clearly defined, there are some differences in the applications of those that are due to several aspects. An important aspect is the region where it develops football game. For example, in Europe, particularly in England, the umpires stand out as being more permissive with fouls and violations, thereby reducing the warnings and expulsions, while in other places, for example in South America, the fouls are punished with cards more often.
The ground rules are defined by the International Football Association Board, a body of FIFA and the four associations in the UK. To approve an amendment thereto must be at least the votes of FIFA and 2 of the 4 votes from the associations in the UK.
